That's correct. Earth Shatter & Fire Sunder is the opposite way. You can split a primal earth or a primal fire into motes.

No, they are correct :)
It shows that Myrkris knows Earth Shatter. It requires 1 Primal Earth. It creates Motes of Earth and the tooltip for Mote of Earth is that if you have 10, you can right click it to get a Primal Earth :)
I see now. The icon tooltip doesn't have anything to do with the ability/skill, and is NOT the description for it.

The tooltip is just the standard item tooltip, which really makes a lot of sense. Just for those 2 abilities, it gets kind of confusing. If it'll make you feel any better, I was perplexed when I learned them. Because just like you, I read it the opposite way.
I feel sorry for the tooltip.

When would you want motes instead of primals?
I don't think I've seen anything that requires motes instead of primals to craft...
