We have decided, so as not to trivialize the value of the honor gained and its benefit to rewards, to eliminate bonus honor for killing NPC's. There will no longer be a bonus award for killing Bel, or any of the other NPC's. Bwahahahahaha..."

Before 2.0, the honor was equivalent. But there is a lot more bonus honor because of the NPC's. Each NPC killed gives an honor bonus also. Unless it got nerfed.
