Here is a compiled list of confirmed stuff that I've found so far coming in with the 2.3 patch: (in no particular order)

Guild Banks - NPC's in each of the banks. Potential to offer several hundred slots through tabs and bags. Permit certain ranks to repair from the money in the guild bank (an option on NPC's and repair bots). Guild Leader to set permission levels (certain ranks, number of withdrawals per day). Different tabs for gathering items, weapons, certain member access, certain profession access. All tracked on Blizzards website.


Enhancement Shaman:
Shamanistic Rage will also reduce all damage taken by 30% for duration.
Spirit Weapons will reduce melee threat by a total of 30%.
All Shaman will train two-handed weapons, and the talent replacing it will be when you get a melee critical strike you enter a focused state that will reduce the mana cost of your next shock spell by 60%.

Elemental Shaman:
Lightning Overload changed to 4/8/12/16/20% chance to happen, the additional spell causes half the damage and no threat.
Mana Spring Totem changed to 20 mana every 2 seconds, which is 50/mp5 without additions from Restoration.
Water Shield will cost no mana to cast, mana gained per globe increased, duration shortened to one minute, and at the end of the duration any remaining globes give you their mana.
Elemental Focus to reduce the mana cost of your next two damage spells by 40%.
Frostshock no longer subjected to diminishing returns.
Lightning Bolt casting time reduced to 2.5 seconds, Chain Lightning reduced to 2.0 seconds, and both are having their mana cost reduced (no numbers yet).
Lightning Mastery talent has it's cast time reduced by .1/.2/.3/.4/.5 seconds.



Priests:
Circle of Healing, Prayer of Healing, and Holy Nova (the healing side) will get more from +damage/healing.
Circle of Healing will have it's base healing reduced, but the amount of benefit from +healing will increase.
Power Word: Shield will have it's base absorption reduced for ranks 10, 11, and 12, but will get more from +damage/healing.
Pain Suppression will be castable on any friendly target and reduce their current threat by 5% (not generation) and damage taken by 40%.
Meditation increased to 10/20/30% mana regen while in combat.
Fear Ward trainable to all priests at level 20, duration to be 3 minutes and 3 minute cooldown.

Druid:
Spell damage will be 1/3 of your healing from gear. example. You have 1000 healing, you get 333 damage from it.
Intensity being changed to 10/20/30% mana regen in combat.
Tranquility to receive the benefit of +healing (no numbers yet).
Combat Rez timer is being reduced to 20 minutes.
Many new relics
Moonkin will be able to cast Remove Curse
Tree of Life will be able to cast Cure and Abolish Poison.

Hunters:
Wyvern Sting to become an instant cast.
Arcane Shot rank 6 and higher will dispel 1 magic effect in addition to the damage it deals.
Trueshot Aura free to cast and last till canceled.
Serpent Sting, Immolation and Explosive Traps are going to gain more damage from RAP.
20 and 24 slot ammo pouches and quivers.

Mages:
Fire and Frost Ward gain additional benefits from spell damage bonuses.
Detect Magic is gone. All players will see their target's beneficial effects at all times.
Ritual of Refreshment, aka food and water dispenser (no mention of mats, amounts, cooldown).
Damage coefficient reduction removed from fireball and frostbolt.
Evocation will restore 15% of your mana every 2 seconds, no longer spirit based.
Arcane Meditation will be 10/20/30% mana regen in combat.
Ice Barrier will get more from spell damage bonuses, but the base absorb value reduced.

Rogue:
Deadly Throw will reach the target a lot faster and the snare will be one second longer.
No more chaining Deadly Throw using Ruthlessness.
Shadowstep usable out of stealth, and threat generated by your next Ambush, Garrote, or Backstab reduced by 50%. 40 second cooldown.
Dirty Deeds changed so it will increase damage of special attacks by 10/20% if targets health is below 35%.
Hemorrhage will be getting a bump, but no numbers yet.
Fleet Footed changed to 15% speed increase.
Blind no longer requires a reagent, changed to a physical attack, and subject to diminishing returns in PvP and PvE.
Poisons to last for one hour.

Warriors:
Mace Specialization proc reduced, but will provide 7 rage.
Healing reduction effects affect all drain spells and abilities (Mortal Strike to affect Drain Life).
Arms/Fury Warriors get an addition to Tactical Masters that will greatly increase threat from Mortal Strike and Bloodthirst while in Defensive Stance.
Devastate will replace Sunder Armor on your bar. It combine the effects of Sunder into it's effects.
Weapon Mastery changed to 25/50% reduction of Disarm effects.


Warlock:
Ritual of Souls casting time and completion time to be reduced.


Paladin:
Mana cost of Exorcism, Holy Wrath, and Hammer of Wrath to be reduced (no numbers yet).
Vengeance increased to a 30 second duration.
Crusader Strike cooldown reduced to 6 seconds.
Improved Seal of the Crusader benefits are being added to the base spell, and the talent will instead five the benefit of Sanctified Crusader.
Sanctified Crusader renamed to Sanctified Seals.
Sanctified Seals will increase your chance to crit hit with all spells and melee by 1/2/3% and reduces the chance your seals will be dispelled by 33/66/100%.
Pursuit of Justice increased to 3 ranks and gets 5/10/15% and reduces the chance to be hit by spells by 1/2/3%
Vindication (Ret) frequency and the duration will be increased and will reduce all attributes by 5/10/15%.


Engineering:
Regular and epic flying mounts. No details on mats or what they will be just yet.
New Repair Bot pattern drop out of Blade's Edge (Gan'arg Analyzers).

Cooking:
Daily quests.


PvP and Arena:
Rating of 1850 required to purchase Season 3 weapons.
Rating of 2000 required to purchase Season 3 shoulders.
Personal Rating used to purchase, not the team rating.
Personal Rating being added. Unique to each team the character belongs to.
Personal Rating uses the same formula as the Team Rating.
Personal Rating only affected by games you play in.
Eligibility for end of season rewards will be determined by the Personal Rating, which must be within 100 of the team's rating.
Random Battleground daily quests. Will go between the Battlegrounds.
Battleground rewards will be gold, experience, and honor.

Miscellaneous:
New relics for all talents trees for Paladins, Shaman, and Druids
If you have completed the attunment process for Tempest Keep a new title will be available for you. Hard Capped at 70.

Cenarion Expedition Flying Mount. Gainable through reputation (need Exalted), and it is 280%. Rumors only for cost. Looks like it will be a Hippogryph.

All disarm and immunity effects in the game changed to 50% duration reduction, non stacking.

Auction House will sort server side.
Auction House post times changed to 12/24/48 hours, Deposit prices remain same per increment.

Control-Click a recipe to dressing room equip what it makes.

Ogri'la Faction Vendor will sell health and mana potions for 50 shards each. Equivalent to Super.

there are some seriously good changes in here and some seriously bunk changes in here.

was probably the nicest change i saw.

The worst change I saw was that weapon mastery would be changed to 25/50% disarm immunity instead of 50%/100%

I am glad that arena is being worked on. It was bogus that teams could sell slots on their Arena teams and twink people. the opposite of honorable!

I am so glad to see that BG's could be a source of Gold. Doing dailies in the BG sounds great.

Season 3 rewards requiring rank was to be expected. It just makes sense to me.

expect to see a lot more enhance shamen... which kinda makes me sad because now it wont be just zul and grimfoot anymore, and i cant hog them all to myself =(

wtf why? So the only classes that won't be stealing my incredibly mana expensive buffs are warriors and rogues?

warriors can steal your buffs too. Prot warrior Shield slam stealz your buffs, not sure on the % chance but it can.

after watching that awesome video of the prot warrior shield slamming for thousands of damage, I want to get a +block set put together for my next experiment.

project furypwn did not really exceed my MS spec for raiding like i thought it would. I went nutty itemizing for it too...

I dont mind teh rank thing to much, just means ill never get a s3 weapon inless there put on teh BG vender before i can get something better in a raid. The main problem was they were better then anything not dropped in BT which was the problem i think. OH well. Oh and Sol that change to weapon master is not a 25/50 chance to ressit it just shortens the time your disarmed by that much or atlest thats what the blue post on bliz war forums says.

Actually, warriors do, too... Shield slam.

Hehe.... there were a lot of reasons for it, but I popped off a 3600 point crit Shield Slam last night on Curator. Made me smile a lot :)

I saw you popped off a 5K Mortal Strike too. We need to can whatever that evocate does to him, and sell it to our horde friends.

That is listed as going in, but right now isn't confirmed as going in with 2.3.

My hunch is since others are getting it they will to.

SWEET! though I rarely see a warrior pvping with a shield except when they think they are going to surprise me with spell reflect.

i have to peebeepee with a sheild on since it is too costly to keep respeccing 31/30 for bg's and arena then go back to prot for raids.

Warkota is enhancement again. Switched back from Resto. It's waaaayyyyyy easier to heal on my priest than it is on my shaman.

Couple of quick additions.

Arena gear will become one set. That is if you have Season 1 and 2 gear, and get a Season 3 piece, it won't break your set bonus.

Heroic Badges will drop in Karazhan and Zul'Aman.

New PvP Trinkets, for each class, can be bought with Badges of Justice. (From what I gather they are either new, or new abilities added to existing ones)

Warlock
Banish may no longer be cast on a target that has been tapped by another player.
